Environmental Land Acquisition and Protection Program (ELAPP)

Responsible for acquiring land within the County for preservation. Operated in conjunction with the Parks Department and the various ELAPP citizen committees, this Section coordinates efforts with other agencies; such as Florida Communities Trust, City of Tampa, City of Temple Terrace, Southwest Florida Water Management District, and Conservation and Recreational Lands Program. The program purchases endangered and environmentally sensitive lands, beaches, parks and recreational lands within Hillsborough County.

The responsibilities of the section include the development, preparation, submittal, and management of the department's operating budget; all financial activities of the Government Facilities, Libraries, and Fire Services Capital Improvement Programs; provides financial services for real property acquisition/disposal functions; and leasing management functions and compiles Performance Management statistics.


Land Acquisition Section

Responsible for negotiation and acquisition of land and real estate interests for the construction of County projects: roads, parks, fire stations, libraries, stormwater and utilities; Provides real estate appraisal support for the acquisition of these properties; Coordinate Eminent Domain activities for the acquisition of land and real estate interests; Responsible for research, management and disposition of county-owned surplus properties; Provides maintenance and updating to inventory database of county-owned buildings and improvements for insurance purposes; Coordinates the processing of documents for conveyance of properties to the County by rezoning condition.


Property Management Section

Management of county-owned buildings and negotiating leases and license agreements for use of county real estate. Property Management includes short- and long-range space planning for office needs, libraries, fire stations and other government facilities. Property managers are liaisons between building occupants and owners for leased and county-owned facilities.

Technical support for the acquisition, disposition, and management of real property. Reviews and/or prepares title reports, instruments and resolutions, legal descriptions, right-of-way maps and sketches. Additional responsibilities include coordination and processing of applications received for the release of TIITF reservations; coordination and processing of applications for the vacating of public interest in real property; maintenance of a real property inventory; and providing public information as it relates to real estate interest held by Hillsborough County.
