| The Hillsborough County Public Art Program seeks to commission artwork
for the following five locations.

Application Requirements and Instructions
Artists who wish to be considered for any or all of these projects must
submit the following materials (incomplete submissions may not be considered):
- A current professional resume or curriculum vitae.
- A minimum of 10 and a maximum of 20 digital images of previously
completed artwork, formatted as follows:
Digital Images must be sent on a PC compatible CD-ROM. The images should
be formatted for the MS Windows environment in .JPG format with a resolution
not to exceed 400 dpi. Any masking or borders should be black, not white.
Image files must be properly labeled each with artist's last name and
a number (1-20) assigned per image list. (e.g.:smith_1.jpg, smith_2.jpg).
You may also include text items (statement, resume and Image ID sheet)
on the CD, however you must also send hard copies of those items. CDs
must be clearly labeled with the artist’s name and sent in a protective
case.
Please ensure that all files sent electronically have been scanned by
up-to-date virus scanning software. Files with detected viruses will
be destroyed and not considered. The first five artworks presented will
receive initial review. You may want to provide details or close-ups
of large or complex artworks.
OR
Submit between 10 and 20 35mm slides. Each slide must be labeled with
the artist's name, numbered according to an annotated slide sheet with
an indication of the top and front of the slide, and be presented in
a 9"x11" plastic slide sheet.
- Annotated image list:
One copy of an annotated, typewritten list of images identifying slides/images
by number and listing media, size of the work, title, date and a brief
description of the artwork, if necessary.
- Support Materials:
You may include a statement of work, publications, reviews or other
items that may assist the Committee in evaluation of your artwork. No
more than 3 items should be included and all should fit within a 9”
x 11” manila folder. Larger items will not be considered.

MISCELLANEOUS INSTRUCTIONS
- All materials must be hand delivered to the above address
or postmarked by the deadline, May 11, 2007 in order to be considered.
- DO NOT SEND ORIGINAL ARTWORK.
- Clearly mark the outside of the envelope RE: Call to Artists.
- Include a self-addressed, stamped envelope with adequate postage
(SASE) for the return of slides. CDs will not be returned and will be
destroyed upon completion of the selection process unless you request
that we retain them in your Artist Registry file, see next item below.
- Artists who are on file with the Hillsborough County Public Art Program
Artist’s Registry may submit to this Call by sending a written
request for the Public Art Program to pull their file for submission.

or by mail to the address listed above. (Please note, if you have not
updated your file recently, you may wish to send a CD of recent images,
as we have just started accepting digital entries.)
- Artists who wish to be included in the Hillsborough County Artists
Registry should fill out the Artist Registry form posted on the Public
Art web page www.hillsboroughcounty.org/publicart/resources/forms/artistslideregistry.pdf
and include it in their application materials. Your application materials
will be transferred to the Artists Registry for potential consideration
with future projects. Every effort will be made to retain your submitted
CD for inclusion in the the Artist Registry but the Hillsborough County
Public Art Program accepts no responsibility for any damage to the CD
in shipping, presentation or storage.
- These five projects are independent and provide diverse opportunities
for creating public art. Artists may apply for all five projects or
select only those projects they wish to apply for. Please indicate on
your application if you are only applying for specific projects, otherwise
it will be assumed that you are interested in all five projects.
Rules and Guidelines
The Public Art Program reserves the right to defer selection as it determines
is appropriate. These projects are open to all professional artists, regardless
of race, national origin or disability. Artist teams are also eligible
to apply. The Public Art Program reserves the right to select and commission
one or more artists for each project and phase-out the design/construction
of public art installations, as may be required, to comply with the design
consultant’s deliverables schedule and wishes of the County.
Selection Process and Estimated Schedule:
May 11, 2007 -- Submission deadline
Second Quarter 2007
- The Site Advisory Committee (SAC) reviews artist submissions and
shortlists selected artists for review by the Public Art Committee
(PAC)
Third Quarter 2007
- The PAC reviews short-listed artists and selects artists to prepare
proposals
- Artists notified of PAC selections
- Artists prepare and present proposals for review
- Public display of proposal documents
- PAC recommends selected artwork for commission to the BOCC
Artwork may be acquired by commissioning new work specifically for a
site or by purchasing existing work. After establishing the nature and
parameters of a given project, the SAC reviews all artist submissions
and makes their assessments based on the artists' aesthetic as represented
in the slides and/or other visual materials. The SAC then makes recommendations
to the PAC that certain artists be selected or "short listed."
The PAC may request short-listed artists to develop a specific proposal
for a project site. This design development phase is executed in accordance
with proper County procedures and paid according to the scope of work.
Artists are given additional information on the budget, site, and scope
of the project and often tour the site and meet with architects and other
planners. The artist returns to the SAC and presents his/her concept to
the panel. Artists use a wide variety of means to communicate their ideas
including blueprints, maquettes, drawings, computer-generated imagery
and material samples. At this time, artists are expected to present a
working budget for their project. The PAC then makes a recommendation
to the Board of County Commissioners (BOCC) for proposals to be accepted
and implemented.
With the acceptance of a proposal, a contract is negotiated between the
BOCC and the artist. This provides for the artist to design and execute
a work and meet all related costs such as travel, materials, fabrication,
transportation, insurance and installation of the work, within a mutually
agreed time period for a fixed fee. Progress payments are made over the
course of the contract obligation in accordance with a mutually agreed
schedule. Compliance with financial arrangements between the artist and
his/her art representative is the responsibility of the artist.
Public Art Program
The 1989 Hillsborough County Public Art Ordinance allows the Board of
County Commissioners to acquire, by purchase or commission, works of art
for sites throughout the County. The County's Public Art Program conceptualizes
the integration of art within selected County sites and facilities. This
program enhances the contemporary cultural character and aesthetic vitality
of the community.
A group of citizens and art professionals appointed by the Board of County
Commissioners comprises the volunteer Public Art Committee. This seven-member
committee cooperates with site advisory committee members, project managers,
and architects to select art work which may be artistically significant,
reflective of the County's cultural diversity, site specific and complementary
to environment and structural design.
