Recommendations
 

The following is the list of recommendations approved by the Board of County Commissioners on January 20, 2005:

Committee’s Recommendations:

  1. Create a separate process to regulate 2-axle trucks in residential areas: That the definition of “Regulated Truck” remains as it is now in Resolution No. R-01-0266, or trucks with more than two axles; and that a process be created similar to the County’s Residential Traffic Control Program and the Neighborhood Traffic Calming Program, for neighborhoods to regulate two-axle trucks in their area.
  2. Wilder Road: That Wilder Road from US 92 to South Frontage Road be removed from the Plan and be added to the list of restricted roads. Wilder Road from North Frontage Road to Knights Griffin Road should remain on the Plan as a designated truck route.
  3. Harney Road: That Harney Road from Sligh Avenue to Bullard Parkway be removed from the Truck Route Plan, and added to the list of restricted roads.
  4. Falkenburg Road: That Falkenburg Road from Progress Boulevard to US 301, and Falkenburg Road south of Eagle Palm Drive, be removed from the Plan and added to the list of restricted roads.
  5. Sligh Avenue/Pinecrest Manor: That Sligh Avenue from Anderson Road to Pinecrest Manor Boulevard, and Pinecrest Manor from Sligh to Dale Mabry Highway, be removed from the Plan and added to the list of restricted roads.
  6. Palm River Road: That Palm River Road from US 41 to Falkenburg Road be removed from the Plan and added to the list of restricted roads.
  7. Henderson Road: That Henderson Road from Waters Avenue to Linebaugh Avenue be added to the Plan as a designated truck route.
  8. Balm Riverview Road: That Balm Riverview Road from CR 672 to Rhodine Road be added to the Plan as a designated truck route.
  9. Rhodine Road: That Rhodine Road from Balm Riverview Road to US 301 be added to the Plan as a designated truck route.
  10. Jim Johnson Road: That Jim Johnson from Park Road to Alexander Street Extended be added to the Plan as a designated truck route.
  11. Forbes Road: That Forbes Road from SR 574 to US 92 be added to the Plan as a designated truck route.
  12. Lithia Pinecrest Road-SR 60 to Bloomingdale Avenue: That Lithia Pinecrest Road from Bloomingdale Avenue to SR 60 be removed from the Plan and added to the list of restricted roads.
  13. Lithia Pinecrest Road from Bloomingdale Avenue to Polk County Line: That the remainder of Lithia Pinecrest Road from Bloomingdale to the Polk County Line be kept as a truck route, and that the 50,000-pound weight limit between Bloomingdale and CR 39 be left in place until such time as the Boyette Road improvements are completed in approximately three years; and that Lithia Pinecrest Road be given the status of Regional Freight Mobility Corridor as shown on the URS Corp. Goods Movement Study prepared for FDOT and its Route Rating Score be adjusted accordingly.

Other Items Discussed By The Committee:

  1. Variances or waivers for special hardship cases: The committee voted against changes that would allow county staff to grant variances or waivers to the truck route in special hardship cases. Instead, variances or waivers could only be granted by the BOCC as it is today. The Committee voted not to allow a truck to violate the resolution if it is going “home”.
  2. All trucks to stay in the right hand lane: The Committee voted against changes to the Plan that would require all trucks traveling in Hillsborough County on roads of four or more lanes, to stay in the right-hand lane except to pass or make a left turn. Instead, such postings should be handled on a case-by-case basis.
  3. US Mail carriers: US Mail carriers and contract mail carriers are exempt from the truck route resolution, but should have identification markers on the outside of the truck that is visible to deputies and citizens.
  4. Two-axle trucks: The type of trucks that are regulated by the resolution should remain as “trucks with more than two axles”; however, neighborhoods should have a program similar to the Residential Traffic Control program to regulate two axle trucks in their neighborhood.

Supplemental Recommendations:

In addition to, and separate from, the Committee’s recommendations, the Planning & Growth Management Department makes the following recommendations:

  1. 16th Avenue S. and 54th Place: That 16th Avenue S. from US 41 to 54th Place, and 54th Place north from 16th Avenue to its cul-de-sac, be added to the Plan as designated truck routes.
  2. That CR 672 from US 301 to CR 39 be designated as a Goods Movement Route shown on long range plans as a widened and improved roadway that is more inviting to truck traffic, and that future land use along this roadway be regulated to uses favorable to truck traffic. An improved roadway that is more inviting to truck traffic would include: widened to four lanes divided; wide, paved shoulders; limited access; few signalized intersections; higher speed limits; less local/residential traffic.
