Truck Route Plan, Staff Representative: Bill

Hillsborough County limits the movement of “thru trucks”
to designated truck routes. Single unit trucks with three or more axles,
and non-passenger combination vehicles, must travel on designated truck
routes between their origin and destination to the extent possible,
and must enter and exit Hillsborough County on a designated truck route.
On February 10, 2004, the BOCC directed staff updating the Truck Route
Plan to allow more time for additional technical analysis and community
meetings. A Truck Route Plan Technical Committee (TRP-TC) was formed
which included representatives from various governmental agencies such
as the Sheriff’s Office, City of Tampa and the EPC, as well as
representatives from various Hillsborough County Departments. The purpose
of the Committee was to define current problems and establish founding
principles and goals, then agree on methodology and assumptions. The
Committee collected and analyzed technical data, and made staff recommendations
to present to the public at neighborhood meetings that were advertised
in the local newspaper. Roads throughout the County were examined and
evaluated for their suitability to serve as designated truck routes.
A final report with staff recommendations was presented to the Board
of County Commissioners at a public hearing in December, 2004. The current
Hillsborough County Truck Route Plan was adopted by Resolution R05-022
on January 5, 2005. Resolution R05-022 will be reviewed again by the
Board of County Commissioners in 2008.

Downtown Transportation Management Organization
In January 2001, the Hillsborough Board of County Commissioners (BOCC)
voted to enact a commute options program to reduce congestion and
the demand on limited parking facilities, provide county employees
additional benefits, and save cots for employees and the county government.
Commissioners expressed concerns about increasing congestion and the
high costs of travel and parking. One year later the County successfully
expanded programs, created new programs and achieved a high level
of awareness and support for these programs among county employees.
In coordination with BACS and HARTLine, the Bus Pass Program (authorizing
75% employee discount on HARTLine bus passes) and Vanpool/Carpool
Programs (free parking for carpoolers) were implemented. For more
