The Hillsborough County Transportation and Land Development Review Division strives to be a credible, sought after resource for addressing land development
reviews and permitting, planning, policy, concurrency management and impact fees while providing
responsive customer services and professional products.
Hillsborough County Transportation and Land Development Review Division
(PGMD) carries out the Board of County Commissioners mission to
proved mobile programming and seeking funds to respond to community
transportation needs. |

The Transportation and Land Development Review Division is responsible for transportation planning, concurrency management and proportional fair share
program, impact fee program, development reviews and permitting, and support to the BOCC and County Administration. The management team consists of six
certified professional planners and engineers including: Ned Baier, AICP; Charles White, AICP; Craig Mahlman, AICP; Joann Herron, Sr. P.E;, John Schrecengost,
and Shawn Perrin. Donna Budke is the Administrative Specialists.
The Transportation Review Section headed up by Charles White, AICP is responsible for reviewing traffic analysis and access management issues during
rezonings; personal appearances; major and minor modifications/PD; DRI reviews; site plans; and right-of-way vacating requests as a part of the Zoning
and DRI programs. Reviewer comments become part of the development approval. Concurrency management for transportation is included in the reviews as well
as Level of Service analysis of the existing and future roadway impacts of the proposed development. The section also helps to prepare and execute Developer
Agreements.
The Transportation Planning Section headed up by Ned Baier, AICP is responsible for responding to various BOCC and County Administrative directives
and policies, analyzing and developing transportation system plans and policies, coordinating with other transportation agencies such as the MPO, HART,
and the Florida Department of Transportation, and seeking funds from Federal, State and other sources to implement County transportation projects and programs.
The Planning Section is also responsible for capital improvement program prioritization for roads, Corridor Preservation Planning, developing sub-area
transportation plans, developing the Truck Route Plan, and preparing the County’s Comprehensive Transportation Plan. The Transportation Planning
Division section was also responsible for developing the information for the BOCC “Committee of 99,” and is currently involved in the BOCC
2007 Transportation Task Force.
The Impact Fee and Proportional Fair Share programs are managed by Shawn Perrin.
Development Reviews and Permitting is managed by Joann Herron, Sr. P.E. and Craig Mahlman, AICP. and John Schrecengost.
