Hillsborough County has five (5) general government impact
fees: transportation, right-of-way, park, school and fire. These fees
are charged only to new development (structures). The amount of each
fee represents a portion of the impact the new structure has on the road,
park, school and fire network. The monies are assessed at the building
permit stage of the process and collected prior to the issuance of the
Certificate of Occupancy. Hillsborough County uses the money to improve
the respective program networks. For example, transportation and right-of-way
impact fees are used to buy land for roads and build roads. School impact
fees are used to buy land for schools. The money must be spent in the
same general geographic area in which it was collected and must be spent
no later than six years from the date of collection.
